be great and will take them the cards as those items come up with that we moved to approval of the minutes the special Board of Education meeting minutes for May 18th 2017 all in favor yes and I have seen too so to abstentions and then we moved to approval of the regular Board of Education meeting minutes for May 24th all in favor move to board president announcements on behalf how's the Board of Education and administration we would like to congratulate the class of 2017 woohoo okay graduation ceremonies will be held as fall is the immediate school to be Wednesday June 7th or the high school will be Thursday June 8th the district will continue to new students for the 2017 18 school year throughout the summer first day of school is Monday August 28th students entering TK through grade 8 will complete the enrollment process at the Center here 375 via Almar Palos Verdes Estates high school students may go directly to the high school of their choice for their new student enrollments and information stop news controlment can be accessed on the district website that concludes my board president announcement on with that we moved to special Sports say I'll start us off today first of all thank you all for being patient as we came down here we're going to start out with one of our friends of the school district in a great partner like to bring up Kim seal from the American Heart Association to talk to us a little bit about jump rope thank you so much for having me I appreciate your time I appreciate you all wearing red and on Earth American Heart Association I didn't know you were all going to be here thank you so much but now thank you very much for your time and I will make it brief because I know everyone has a lot to do but I do work for the American Heart Association and I have the pleasure of working with school districts and the Association we have lofty goals and we want to decreased deaths from cardiovascular disease by 20% and we want to improve the health of the Merritt Americans by 20% and we're going to make that goal of decreasing desks but we're a little behind on increasing the wellness for America France and it has to be across the board all ages and so one of the things that we're doing is really focusing on the youth in our schools somewhere trying to reach out to them to teach them about hard health and to get him excited about exercise and eating right and hopefully they'll share that with their families and then they'll share that with y communities and we will move the needle on this prevention so that's really our goal and we're so lucky to have worked with Palace Verdes because two years ago you had no programs in your school's so we weren't reaching anyone and then two years ago we worked with two elementary schools and two middle schools and they were able to reach all of their students and also give them an opportunity to raise life-saving donations for the American Heart Association because we do both of those things we educate and they learn how to give back and so those schools raised $13,000 which was awesome and then last year we had six Elementary School and two middle schools and so we are so proud and you raise $30,000 and next year we're going to go for a hundred percent so I wanted to really honor very special students special school for what they accomplished last year although every single student participates in this no matter if they raise donations or not all part of this program so thank you for having me and I'd like to call up some very special students I'd also like to thank principal kuykendall pronounce not right and principal persons for being here to support their student sets well so we had to students from dapplegray to from Rancho Vista and one from Vista Monday so if you could come up Caitlin Papa Doc this Madeline Larson Benjamin McGovern and will villante come on up here in honor of this is a certificate of appreciation for outstanding achievement in support of the American Heart association's efforts cardiovascular Science Education and community okay so I'm going to give you each one of these and a very special now get this one right these four students raised a total of over 1600 just the fort fail what other student we like to recognize Shawn Kim can you call extraordinary thank you I do have one more very I'm quick award and it's for Ridgecrest intermediate so the nurse Association we partner with all kinds of great people like Palos Verdes but we also partner with the NFL place NFL and this is the first time the Rams came yay football team next year Chargers and NFL play 60 chooses a few teams from all of Southern California and the Ranchos Ridgecrest element I'm an intermediate for their program in this program is really cool because it engages the students to exercise every single day for a month so the school it's a lot of work for the school for the students and they have work hard to have to put their minutes in the computer and at the end 60 of those students were chosen to go on a bus that is paid for by the to the Colosseum for a very special field day with the Rams so Ridgecrest students got to do that and it was fantastic and I'm actually there's photos on the Rams web I went and if you ever walked out of that tunnel onto the Colosseum it is the coolest thing so the kids got to do that and so I just wanted to say thank you for them for all the work I'm Joan Lewis except this read because my first real job was American Heart Association program director in Orange County so play the Ridgecrest students at Play 60 on a believable excitement from them to do what we ask them to do for that month and and I wish I could have come to the ramps say thank you again so much for your time and free support and Doctor Austin you've changed this District at least in my heart so we look forward to when is the next thank you so with that we moved to report summary on school Services of California's physical report from dr. Butler thank you so couple of Maine highlights out of the new revised of the governor's budget as you know the proposes a budget in January for the following year for the State of California included in that is funding for education in May the governor revises that based upon current economic projections that have been updated based on tax returns received up till that point for the state in the current year and then there will be an actual budget think it's past the legislature typically mid-june and now that the legislature salary is tied to doing it by that time it seems to happen miraculously every year the governor then we'll adopt by the end of June so in the May revise couple of key Provisions one is there was a provision in the January budget for deferrals to occur that money that would be paid in the current year being pushed to the following year that was removed in the May revision so all the money that we are being promised this year should be paid during the current fiscal year doesn't give us any extra money but just helps his not have a cash flow issue us and another school districts across the state cost of living adjustment went up by just a little and there was an increase in the Gap closure percentage meaning the difference between the Target that all school districts have under the local control funding formula where we are more of that final Gap will be closed between those last two pieces a total of about a million dollars extra and ongoing money scheduled for the school chicken 1718 / the very dour if you remember I use that word Governors January budget proposal so in January he pulled the throttle way back in and he gave it just a little push forward nothing matters until the budget is actually passed by the legislature and then signed by the governor cuz the governor does have line-item availability within that so stay tuned for more details but I think the single biggest thing to come out of the May revision was what school Services of California I have talked about which is that this is not the time to add programs this is the time to build reserves even with the money that the governors proposing that doesn't take into account the very real possibility of an economic downturn in the future so don't add build reserves be concern if that's the message for where we are currently thank you any questions case that was an information remove to an update on pre-enrollment for the 2017-18 school year what I'd like to do tonight and we'll pull up the slideshow on a second is provide a kind of a just a quick update on enrollment looking ahead to 27 painting school year and before I get started like to just think the staff to director of Information Services Drea McDonald misses back misses couple who have done in job in helping us roll students and really improve the process first off what I like to do is talk a little bit about the enrollment when's if you remember or demographer came back in February provided us with this report that gave us a projection looking out to another 1920 school year and really wet with the information they provided with for us was that things that we already knew in terms of a declining enrollment that that we going to continue to see a gradual decline in instant rollmet looking out for several years craft shows in the arrow is our current anticipated Aroma projection from the demographer which shows a slight decrease and at the bottom of the are you can see what that equate to in terms of dollars for the Lost Revenue because our funding model is based on attendance from find it by the state some of the things just took kind of recap what the demographer had mentioned in a lot of questions that people on Earth commune stakeholders have is why is there what are some of the factors are reasons why are enrollment to clients and probably the biggest indicator that is the birth rate looking pick a part of the job that the demography dies is to try and identify some of those those factors birth rate has been the probably the single most factor that has impacted us as a district other factors include the housing market the economy some of those also play a role in that but that is one of the when the birth rate is really what they point to moving on to the next slide what the staff does throughout the years we look at point-to-point comparisons as we load our projections going forward the question that many of us ask is what type of enrollment do we get in this summer we have families that are moving out families that are moving in so you can see on this chart you can see that you're looking at kind of the the check checkpoint of May to the actual first day of school August or early September is we really pick up on average about 300 students in the summer and that very sometimes it's three 50 sometimes it's a little lower to am looking at where we are right now for this year we're tracking a little bit lower or probably about a hundred me a couple hundred students down but this number is already changed in the last last since the slide was Bill we're up an additional about 40 students or a little over thousand right now point of that at this point in time so if if we track what we do normally will probably pick up a little over 300 it will probably be right into that projection area of what are demographer said is about you know little over 11300 looking at the the trends what are the areas we look at is what are the grade levels that are impacted the most are we find anything that is noticeable so looking back to the 1314 school year you can see we've kind of group these by tk35 are intermediate when are high school levels looking at T K through five see that it's kind of for the most part is kind of stayed at somewhat steady down from a little bit and 13:4 a little bit of a dip third 1415 and then we've kind of leveled off and for 15 16 16 17 and we're anticipating will be about this probably the same level going into this year the intermediate school that has a little bit more of a change because what we have seen here is that we had eggs a bump in 14 15 sometimes we have what we call a bubble class coming through and that goes places you can see in 15 16 we dropped about a hundred no 50 students and then we pick back up a little bit slightly and in this current that also affects what happens in high school because those classes carry forward and then we looking looking at the high school level that's probably Racine a significant icing everybody steady slow every year since 1314 we had a small decline so that is something in the looking back to 1314 to this current year were down a couple hundred students at the 9 through 12 level in terms of enrollment programs at we have to can I put things in the contacts we have the program for active military families students who are at whose parents are active in the military Ken and rolling are district we currently have 86 students enrolled last year was the first year this current year is the first year that the program was made available in speaking part of our Outreach last week we had a military formation night over Mary last which was very positive and talking with our military Liaisons this is now starting to be the time of your room families will start coming to the district they're completing their school years in other parts of the country they'll receive their orders so we expect to see a little bit of increase in spam that will be enrolling in under military at the military program in terms of the Allen Bill we have 608 students that are currently enrolled in the district for turn ear that qualified of Ellenville of that 608 277 of those six are considered employee privilege those will be children employees so that is technically part of the allenville but just to kind of give you an idea of what what the how the breakdown of that is that's just a very brief quick summary of where we are headed in terms of enrollment and if you have any questions I'm happy to answer this for you questions for Trent no I just snapper so when were candles clear when we have some issues to leave the district to go elsewhere not because I'm moving because I want to go to a different school district for a reason do we do any kind of accident of you capturing those children do we know how many we play I know through you know where to mouth people that you know who are coming and going from places but do we have a sense of how large that number is set the state reporting for for students is that we have to report where they next school is so a part of the cow Pats system will be notified several ways request for records the cow pad system if they're so don't even tell us if they're going out of state out of country to another California District so we can turn that data to see what that and report that back to you to find out you have to capture then my other question was regarding preschool so the children who go to our preschools that are not has there ever been any serious thought about allowing those children who do not live in the founders of the district to attend our schools if they've already attended two years of preschool and pay to go to our preschools has ever going to thought of perhaps considering letting them I think starkly there's been questions obviously from parents I would have if that has knobs and it's available to be honest I think we have families that have moved here after attending preschool to so they can continue on there's also a families that have sought employment on the peninsula through the Allendale but I think that would be that would be obviously something that we would need to bring discuss with art with a board and is it that way that's worth I'm having the conversation I would not be hundreds of children obviously but maybe if it were in 10 or 20 in I mean you know I think that would be worth I mean right now I have a lot of houses for sale in the normal it seems to me maybe I'm wrong but it seemed like bring home bring children the family children can you knocking on turn alarm to same lights when I guess is is marford on when is the best time for us to have the conversation about proactive ways we can increase enrollment there's different ideas I was the preschools in that's what we were talking about yesterday and I'm in terms of you know Exchange distance from overseas or all sorts of ideas grandparents all the things we kind of talked about informally is there a time or appropriate situation for us to talk about when and if we would want to make any changes to help these numbers other than encouraging people to keep reproducing often why you just said that yes we can do this either through a sub a special study session was probably be just appropriate so we can really brainstorm just let us just with our Association of Realtors who talked at length of the growing rental market on the hill at something Jan and I have discussed a little bit to the increasing increase number of families were coming here to rent so there's if a lot of things to talk about and I've heard Suzanne's question come up several times but we have not had a form to appropriately vet that so that's something doctor clowdus maybe we should talk about that either agendize in iron or even talking about a study session Mitchell NETCOM school who live in the district okay good thank you anything else okay thank you Trent with that we moved to analysis of the retirement center program through dr. Butler thank you so the boy check action at the end of March do offer a supplemental retirement plan I do have to see the impetus for that is our own Joan Lewis who kind of buttonholed me very quick after I started here and said we had a kind of a retirement instead of a little bit different than this last year but a lot of classified staff that didn't take it and kind of wish they had there any possibility of doing that again so I did with this as I've done elsewhere of just doing the numbers does this pay off does it make sense to offer so we went through all the analysis through two different companies Keenan and pars and both of them came back with yes this is something viable quote originally was about a quarter percent less in terms of cost to the governing board for doing this Kenan later came back in match that but the boy decide to go with pars and actually offering supplemental retirement plan based upon past history of successfully working with them so though it was offered to three of our four employee groups it was not rotisseur tific aided management because that subset with three people who are already retiring and knowing that all of those positions would be replaced it didn't make sense finans we go forward with that particular subgroup but the other three subgroups of certificated non-management classified management confidential employees and classified non-management the numbers all penciled out on the front end so we went ahead and offer that all three groups did meet their minimum number of retirees to go forward and the in the results that you see published in the board agenda and a total of 44 employees who took advantage of the supplemental retirement plan so they have a little extra in sent it to retire at this point in their career and what that's really done is not the only taking care of them at virtually break-even for the district but also given lot of flexibility to the district as we look going forward what's the best way to organize to make the best use of our resources so I think that the timing was good on a whole different levels both with the request without the numbers work out to really give us some nice flexibility looking at 1718 and building that budget questions for Doctor Butler I would just like to we had an event last week recognizing an employee that I have the district's I just want to publicly thank all of you for your years of service thank you with that we move to the consent calendar I have no cards and as we've mentioned in the past there's something you'd like to highlight if you could leave that for the board member comments besides that is there anything you'd like to pull Barbara nothing nothing Malcolm I'm okay with that do I have a motion on k1a through k2e in k2g through k5a second all in favor and take k to F and with that I'll make a motion reproof I just said k to F I'm sorry I have a second any further discussion all in favor Von k2f okay good with that we moved to the report of the superintendent thank you typically I'd give up a global report first but the interest of time and knowing that we came down late I'm going to skip that tonight go straight to the eye negotiations first of all just quite simply negotiations as a process in and it's an odd process because in the case of school districts it's a assess between members of the same team and all cases they may be different rules but regardless they are the same team I want to say first of all day treat the recent successes that we've had with both associations when it comes to problem solving and go she Asians the last three years here 515 pretty exemplary and I'm proud of the relationships that we have with both associations finally I like to think dr. Claude S4 play some of this agenda item we spoke about this and where to give it its own place so that we can speak to the item and get to it faster for our participants like to thank all of you here officially I am done being president of the passwords faculty Association it's been 8 years and I've had the honor resenting all the teachers are district there's / 560 teachers and if he has been since the beginning a little bit Ginga times but one great thing is you can see tonight the teachers in our district have always supported Palos Verdes I feel a personal thank you to all of them because truly it has been wonderful working with them supporting them challenging times we work together with the board sometimes not the greatest but we've worked together in no matter how crazy it became 14 to Goshi ation spell Frankie me love that number we always met 14 times then we saddle as with everything people have changed over the years and it's a good time for us to change it's a good time for Palos Verdes Fayetteville to you so she turn to change bringing some new people with great ideas I think after a time I get stuck in my ways I'm sure they're like oh man I wish you would stop saying not big but you do you just get stuck and I think this is great I am I got to tell you I'm looking forward to just being in the classroom off Betty people keep coming up to and you have retiring I got now I'm not retiring I'm just not going to be the president and I want to thank the board and I want to thank you ministrator even though give me Trent is the only person sitting here that was actually here when I started it has been a lot of turnover recently but again everybody knew coming in has been more than welcome willing to listen and I am sure that there's going to carry on with our new executive Ward and I'd like to take a minute just to introduce to you the new president in the executive board that will be taking over come August one James meters are that's no lag Chris Mullin is our first VP translate devanador II repeat Mike blois is director Michael ebeg I was going to say you changed since he is also a director an ant killer is our new secretary treasurer hi sure that you will give them as much respect as you've given me over the years thank you thank you Abby meter thank you good evening pvpusd priorities are out of order teachers in classroom have the greatest impact on Student Success and are worthy of at least equal consideration when it comes to we approached the board once again to express our concern the pvpusd teachers are not keeping Pace with the salary and the of are competing districts like Manhattan and Redondo Beach falling behind our neighbouring districts is a concern but worth is the at the pvpusd teachers are not even keeping Pace with the spending increases within our own District as the chart shows between 11 and 2016 the teachers of pvpusd saw the lowest increases of any salary group within the district during that time classified salaries Rose 22% 4 per cent more than teachers and spending on Administration left by an astounding fort 1% 41% these are more than numbers this is a picture of the district's priorities a school district exist to educate children and the people most fundamental to that goal are teachers why does this forward continue to Value administrators over teachers tvf8 believes that a district with its priorities straight should at the very least be raising the compensation of its teachers at an equal pace all other District employees Christopher Mullin good evening my name is Christopher Mullin I'm a resident of Rancho Palos Verdes and the teacher at peninsula high school thank you for giving me opportunity speak to you tonight I'm here tonight to ask you to consider a financial Trend in our district as this current chart indicates turning on administrative salaries has gone up nearly 1% over the spending over the last five years Palace Verdes Unified School District used to Joy one of the lowest percentage on administrative spending in our area we understand the need to have an attractive salary and benefit package to attract the best what's in the brightest Administration and it can be argued that we have enjoyed just that but we cannot overlook that a .9% increase in administration equals over a million dollars a year in ongoing District spending we believe that it is an is for the district to adopt a like-minded strategy and teacher salaries and compensation we have to be able to attract the best in the brightest I asked the board to consider keeping teacher salaries as competitive as they have in ministrator thank you for your games name teacher peninsula high school and this last chart that my lovely assistant Tim Coleman the showing fpv Fiesta spending on teachers counselors nurses and psychologists and other members of our association is the status of our three charts is a busy representation the value that we believe that the district places on our certificate of staff and while our mystery what's the reason our district investment certificates a facility declined by nearly one and a half percent what is charts indicate is that the district is paid for its in what's the ministry of cost in the backs of our certificate employees any church Weebly vindicate misplaced priorities in order to continue to be the award-winning District the world-class Drifter that we are the PDP issues he must establish a competitive compensation for certificate and Forester systematically sending the wrong message to his teachers and other certificates to have that we are the last in the list when it comes to prioritizing our funds contribution to the work of this District as much as you do any other employees and in a year when so many of our best and brightest teachers in counts that retired I want to show that the current and future certificates to ask these people behind me of this District that there's a future here and that this District values are hard work dedication expertise and as we looked at the numbers earlier on you know lowering thing attrition will pause all these problems ever lowering enrollment as we go down then we can wrap back up but if this District isn't not it placed the people want to be when look at the numbers and stuff like that compared to the surrounding districts and cost of living and stuff like that we're not going to be to pull these people up the ramp back up when we need to because I have two we've seen in the past the numbers are projected to go back up and roulement overtime instead of equal out to what we were as far as should we seen the last board meetings I was at Joanna and I really want to thank our teachers that have come out because it's this is the end of the year everything's hectic we're trying to wrap her hang up I spent the last 4 days solid loading and unloading kills to get out the projects to make sure that they're able every able to get their stuff get a greater than taking home and hopefully Grandma can get that little you know beautiful little pot to put some flowers in our table and and it's hard to come out on a two good night at the last week of school but they with their here so I really want to thank them for coming out and supporting us tonight and stuff like that so thank you thank you Michael liebig hello I'm Mike leaving and Peninsula High School Superintendent members of the board fear and Trust truth is our Union is relatively weak what does this changing we should have 300 teachers in here but we don't we want to trust you but we don't world class parents students and teachers of the primaries for the success of any school and its District there's certainly no shortage of photos of our administrators and School Board numbers with our successful students you're welcome are scores achievements College preparedness and rep Asian are all outstanding knocking on the door of world-class we make you look good you're welcome Farm Association were put off twice waiting for good news from the state and then from the election results both came back positive we put in hours and hours and phone Banks to continue the funding for public education and we got it hey we did it for all of us not just you you're welcome still no get down no bargaining our trust decreased in our fears increased the retirement incentive came out and I told him member of the bargaining the day we're going to push off the agreement until after we retire and then not make it retroactive that member told me no they're not going to do that but here we are facing summer with our trust down and our fears height it does make a Peter start up to figure out what you're doing there's no profit sharing here so I don't understand what you get out of it other than so weird satisfaction I got a letter here from the district says the board education is pleased that we are able to help our employees in a way that also meets the financial and strategic goals for the district the board in the cabinet are looking forward to honoring the service of these great employee at the upcoming retirement celebration I didn't go because I don't need a chicken dinner I need you to come to an agreement make it proactive because that's what affects my livelihood and the livelihood of all these retirees on behalf of the retirees can union members both active and not active do the right thing show that you can do the right thing so that maybe you can attract some class teachers to replace us thank you and your welcome Jason Jason khalasar hi good evening Board of Trustees the Board of Education District officials and community members tonight my name is Jason I'm a math teacher Padres high school I have been a member of the policies Falcon Association executive board as the CTA State Council representative for the past 2 years represent teachers here in pause Verdes Redondo Beach and Centinela Valley azzam and working looking forward to working with our new you're bored the are a great group of dedicated lifelong Educators and are grounded in the classroom I can say we are all looking forward to working collaboratively I'm going forward at this time like to publicly thank Kathy Santa Rosa for 8 years of leadership Kathy's let us through some of the worst Economic Times public education has ever experienced I think we can all agree this room tonight that we are not facing anything like those times that we say in the last 8 years many of us have recovered from those times however teachers have not only recently have you seen any games in salary and even with those games it doesn't make us whole at the table we are not asking for anything outrageous we're simply asking for what is fair nothing more next thank you thank you someone that close public comment on this item and then I will ask the board if anybody has any questions or comments on the superintendent no I appreciate you guys coming I appreciate all the comments and it's good to hear from you thank you so that might think it was James me to mention that I know it's Tuesday night before graduation final grades Lots going on so I just want to thank you guys for coming out sharing your thoughts with us we don't ever negotiate from the board table but I want to make sure you know that we heard you and we appreciate the fact that you came out we're going to move on I don't know if did I want to stay for the rest of the meeting or now might be a good time to exit you're more than welcome to stay I improving always WiFi access especially for guests and maybe that funky part of peninsula go away there's no ability to get on with the awesome all classrooms are now going to have mounted projectors as part of a bass line item which is whatever they're already there right and I guess it right we are purchasing some new computers and trying to be strategic about the purchase and tried and his staff dumb and they did some Lenovo machines that seem to be well received by our teachers that were there as more of a classroom computer at the teacher's desk and the very inexpensive which of course we love we talked a little bit about the facilities master plan in terms of what would and wouldn't be needed and some of the tech AIDS Express they're interested in looking at what it means to have a computer lab and do we even need that in today's era and maybe thinking about those issues a lot check a little bit about food services and a lot of the staff of children in the district chimed in as to how that is going to be improved in better to help our food services people and then turn on front of an interesting idea friend of PV Library that I think we got in an update to about allowing our students to have a pass into the library system online through their student ID instead of a library card and would that bring up privacy issues for our students is that something we would I do kind of heard the pros and cons but didn't really read to final recommendation as to what would be best so I guess that's something we'll have to bring back can I come in one of the benefits of that is the library subscribes to some databases that if our students have access to win this path of least resistance as far as getting ideas that increases the research capabilities and offsets us having to duplicate which I'm one of the one of the members of the regular attending member of the committee is last I've known last for only 15 years and I can't pronounce his last name but safe to sail as from the Library District turn the library district who's their Chief technologist attends the meetings and is a active participant in this whole process so it's a great partnership one of the many things that makes our great partnership with Library District remind to academic journals for high school students to learning how to code and do all those sorts of things on that lynda.com all sorts of things like that but we just have to figure the best way to opt-in opt-out all that and then the last quick thing I want to think about is just thinking about maybe adding a couple parent representatives to technology advisory committee if there's some parents interested in technology and a district that would want to come regularly might be something that we responsibilities are and probably one of the bigger pieces as bringing possibly supervisors or principles to work with them late in the afternoon of that day so it's a team approach on how we manage our campus supervisors on the safety of our so I'm really looking forward to that it's been a three-year push to try and help this group of employees reclass also just went fairly well we class 3 job classifications and those employees are very happy because it usually means they not only have an updated job description of Duties but also process more than likely a jump in salary so I appreciate Silver Spur other than Silver Spur do principles of all the other elementary schools in the Palos Verdes Unified School dist Implement detention centers as a healthy discipline program if not should we learn best practices and strategies from them should of the goal be for all the elementary schools be aligned with the same discipline policy to ensure the safety of all students remains a top priority I recently received updated discipline policy by Miss Gemma Law the principle of Silver Spur she noted that differ policies were being evaluated heading into the next year and they will be training in MTS and PBIS I appreciate her response as that address my concerns heading to the next year with the problem is only two people's concerns are being addressed me a my fellow petitioner Kim Lewis what about the other three hundred or so families who have concerns that are unaware of this up did to deserve to get an update currently have concerned parents distressed looking for other enrollment options going to visit other private schools public schools still other families who don't have options they have multiple children they can't go to a private school asking me for updates daily why are people not comfortable reaching out to the principal herself How are family supposed to foster a trusting healthy relationship without communication I now see clearly why so many parents and families feel alienated from the school in District what issues such as bullying disrespect detention lack of teacher support lack of parent support if they're not with the dressing to concerned parents this humongous problem we have real concerns not being dressed not being addressed to either parents really want to know moving forward regarding real concerns address to all families are a must the way I see it hands down Silver Spur teachers at the best my daughter has it the best experience there for the last bullfighters for last 7 years that's what makes Silver Surfer so special from the other schools is the T our teachers deserve better our parents deserve better or students deserve better so once again I urge you please keep Silver's find with the same discipline policies as all the other elementary schools in Palos Verdes as secondly please focus on communicating the updated policy to the more than 300 concern families at Silver Spur thank you for your time thank you publicly announced resolution to that issue that we raised at the last meeting last meeting the principal said you really important things quotes need to take a step back and to develop a plan involving the entire numbers for Community the principal apologize you hurt her she apologized for the distress it is cause Children and Families after that meeting our petition members have her the urge both the principal and the school board to communicate with our school Community about this stuff back so that families can be aware of this change in policy and they can rest assured that when they return to our Beloved School in the fall they will not fear red cards and detention why has nothing been communicated to parents and the students as far as the majority of families no majority meeting just the two of us have been privately communicated with why are they they feel like they're still incarcerated and red karting students why is it still the case guys okay that's a rhetorical question because as you know I emailed you all last Sunday I'm now going to share it with everybody else this email that I received from the superintendent was clearly made for the principles eyes but somehow got sent accident read to me mister Austin your email came to me and it said two simple sentences there are four days of school left I wouldn't send anything why are why would you advise the principal not to communicate with her stupid School community everybody got that more days of school left I wouldn't send anything I am terribly disappointed that I was that email the boy was at informative why is she being informed not to communicate with the school this is a principal who sends emails weekly about traffic school events and her colors she is a very good communicator she's a very good principal and by the way our teachers are really good too why not inform the entire community of the step back as far as everybody knows the Detention Center is still the means of top-notch thank you thank God love you I'm closing public comment on on agenda items this point and we are moving to a discussion action we now holding a with Will We Will in a moment hold a public rain on the local control and accountability plan on a District budget for the fiscal year 2017-18 to be a held in accordance with Education Code section 4 - 1 rain in 52062 so at this point I am officially opening the public hearing on the El Cap anybody have any questions or comments or things I like to share about the El Cap zine I don't know whether it be appropriate for the board member to speak now or after I close public, the public hearing on the adoption of the 2017-18 local control accountability plan and District budget without I think we have an opportunity to speak on the budget good evening I am here to give you a brief overview of the districts 2007 1818 El Cap and budget we've updated the draft of the three-year elcap to include the information from the May revise turn the draft L caps currently posted on the district website for public review and comment tonight's public hearing is a required step in both the adoption process for both the El Cap and the budget this is a brief summary of the final few steps in the El Cap timeline as I mentioned a moment ago the public comment period for the El Cap is currently open and it will close at the end of this week after tonight's public hearing the final step in the process would be for keyboard to adopt the El Cap and the budget on June 21st as you all know there are four main budget reporting periods each fist here we are currently in the budget adoption phase of the process and then in September we will present the NR directions to the board followed by first interim in December and an interim in March what's the purpose of the information on this slide is to give you a comparison of the district's revenues expenditures and fun how much is 41516 + 1617 actual revenues for 15-16 were about 4 million dollars higher than its 16-17 adopted is it for a variety of reasons but the majority is due to the fact that 15/16 revenues include gifting funds as well as much higher one time to Sherri funds in comparison to the 16-17 adopted budget estimated actual revenues for 1617 will be about 2.4 million higher than the play Padgett mainly due to the addition of gifting funds we've received today as well as the prop 39 revenues that have come in this year now it's purely a coincidence it's on but somehow it actually expenditures for 15-16 ended up being exactly the same as the 16-17 adopted budget so although there were a number of changes and of leave expenditure categories that just so happen to both numbers ended up exactly the same projected actual expenditures for 1617 on will Reese about 2.3 million over the adopted budget to include expenditures tied to gifting revenues as well as prior-year carryover neither of which were in the adopted budget and then lastly available reserves are projected to increase by about 800,000 over 15 16 actuals now these are multi your projections which include the 16-17 estimated actual information I did just resent current your revenues I'm sorry 1718 revenues decrease in comparison to the current year by about see we got about 4 million dollars at with due to the elimination of the one-time funds and the tracing the PDF pledge and then also as I've mentioned previously gifting funds are not included in the adopted budget we only budget for those funds as we receive them revenues are projected increase in 1819 and again in 1920 based on the Gap finding percentages projected in the May revise and revenue and both of those years also include inter-fund transfer is in from fun 17 1718 expenditures will decrease by 1.2 million primarily as a result of the elimination of gifting never related expenditures again which are included in the 1617 budget projected expenditures one crease by approximately two million dollars in each of the next two years as the step in column increases as well as the changes in the stairs and purrs rates and we've also increase other expenditures by CPI as as necessary so the net increase in the 17-18 ending fund balance is decrease is 2.2 million this is due in part to the fact that we are spending down a small amount of our time discretionary funds as well as all of the carryover for educator Effectiveness and state mental health the net decrease drops - 1.5 million + 18 and then to zero in 1920 but it's important to note that we're including enter fund transfers in from fun 17 and each of those years so if we did not in who does transfers with see a decrease of 1.8 million and 18 19 and another 1.7 million in 2019 to 20 and then lassies you can Siara lower Reserve balance is projected to decrease from 11.1 million in the current fiscal year to about 6.1 million and 2019-20 Super Ed code we are required to present are available Reserve information in this very specific format as part of our public hearing but basically this is same information I just presented on the previous slide with the amounts at the bottom representing are available reserves in excess of the 3% minimum so we've as usual developed our multi-year projections based on assumptions from Lake oven School Services which to include the May revise data where are going to be modest gap on side Cola increases in each year although projected Gap funding percentages have increased since the January budget proposal and of course concluded the projected increases in stairs and purrs although the final Cruise rates to look like they're going to be slightly lower than we recently projected in January then also we are no longer including any one-time discretionary funds in next year's budget so after the 1718 budget is adopted this month we will spend the month of July and August closing the books for 1617 and then once that process is completed we will present the unaudited actuals to the board September that concludes my presentation if you have any questions questions or comments regarding thank you Kathy for your great report can you remind me of the exact the dollar set the stars in purse goes up by roughly 18 those two will go up by 1.3 million just over the prior year 1.3 million extra going into that which is the equivalent approximately 8% in a half salary increase for all employees so in effect they're getting a 1.5% increase all the employees are but it's not going into there and it's going to pay for the retirement plans questions or comments with that then thank you and will move to our to the power prettiest high school dance floor installation so that would be my item and this is giving you an update that we actually have reach the point of getting the floor installed there's been a mock-up and 8 by 8 foot mock-up done that has been danced on and I hear successfully so I wasn't there to go watch that with the feedback we have from the dance instructor and the choreo instructor at PV high is that this is the floor they've been looking for the funds of Albans for donations about 37,000 the floors coming from the boosters and another $30,000 from site funds that they have dedicated towards this project so money is in place new constructions in place and we plan to go forward with it actually starting Friday when school is out hope developer fees that we are collecting the administrative fees that we could have in Prior years and did not so that isn't a game to the general fund by doing that since there's four items are there all teenagers once also so we know what we did and what we did that wasn't right in that kind of thing right but teenagers nowadays really are different and I think we owe them a mandatory class in this District 2 address Health Nutrition Wellness physical or mental personal finance technology how is it how not to use it bullying Behavior what that means what it does it mean what it means when your Elementary School versus when you're in high school and I'm a very of a long list but I I know that we address this and certain classes but we don't addressed in one class and it needs to be one class that every child is required to take to graduate and we don't have health anymore and I wouldn't call it health and actually I know it the high school is they have a was going with the name of the class I forgot the name but it's a class you can take as an elective that's kind of like a life skills and you know when we were in school we had to take drivers ed and health and I can refer many the lessons I learned in both of those classes and I think we're doing our kids a big disservice by not pushing the envelope and I when I was running for the school board I talked to lhasa and most of them were very negative on the idea they didn't like it they didn't want their kids being taught things that they don't have their kids to know well I have news for virtually every your kids know things we don't even know what the hell they're talking about sometimes I listen to discussions about legalize marijuana and all the things you can do with it and how you buy it and this is only an extract in this and I don't like it is our you can't keep up our kids have no idea what they're doing and what they're getting themselves into and it's I'm going to get worse so I want to be on whatever Kim any we're going to have to work on this if this is what's in the El Cap and I think it'll take a whole year right to develop it if we can if we have the support to do it but I'm here to offer my time energy support to have it happen and it's by the time I get off this boarded hasn't happen I will actually consider myself a failure because I really think this is Miss when our kids are that looks like a place where you display art and I really enjoyed that in fact I would say this to Brendan is my favorite part of the whole day and the experience beyond the art was talking to the teachers about how they came in there and did that work it was pretty pretty amazing it one wants to go I'd be happy to go with you I'll be really brief I was at our preschools the last couple days there's a lot of interesting things that go on there besides they're so darn adorable but they're just turn underappreciated staff as terms of the teachers and the heart and soul that they give to those little ones I'm particularly in our special day classes so I just wanted to put a shout out to them dance the last thing in the same along the same lines was interacting with are both RPF donors our PTA leaders over the last week that's always very humbling to see their energy and enthusiasm for everything that they do in a district and they always have ideas on things we can do in there almost always a hundred percent correct and other suggestions so I just wanted to thank our PTA council president Beth Meyer laugh for her service in Matthew renter Michelle Fullerton with education previous couple of weeks was the PTA Council honorary service award breakfast last Last Friday it was nice to see for board President Aaron Lamont who flew in from Dallas in order to specifically to honor submit Seacrest and rosemary Humphrey that was she flew in I slept her over to the next event that evening over lovely home of Lori and Tom O'Hearn for the Education Foundation major donor function and so it was nice that still though she lives in McKinney Texas has the district in her heart and was able to come in for that but both is the uplifting day booking by the PTA event and our California PTA was she president or she's president animated lady gave her gave her talk and then she stuck around and she was at the education she just didn't want to leave next so I hope we get a similar visit from someone you know who is current president of csba before she steps off we met board member from down in Huntington is csba President this year Susan Henry that would be a great visit to have to know about we can do something the next two days or are the two real favorite days I will be at the miraleste intermediate school tomorrow hopefully I'll be purple to find it and was a little who is little dents on the east side of the Hill today I saw the pictures online of of rehearsals at the intermediate schools the one I loved was Kelly Keller where it where it says I hear him but I don't and it was just you couldn't see it up a bit Ridgecrest so looking forward to that and although the happy times in the next 2 days I would just to add I hope this is not the last time I get to say this but thank you Kathy Santa Rosa for your service and your collegiality partnership over the years both personally what half of the board I would also once again like to thank my colleagues have really been taking the yeoman's work the load this past week it hasn't stopped so I want to thank you again for getting out there whether it's the graduations or the other events in the celebrations and then finally as Malcolm had mentioned this week is when we rebar Harvest this is when we actually get to really appreciates not only the amazing work of our teachers and our staff but all of our where's in the district so we are fortunate that we get to actually hand off the diplomas but really were just representing kind of the amazing work that the families and partners have
