Why does the District create combination classrooms? Is this because of budget cuts or a staffing shortage?
Combination classrooms are created primarily based on student enrollment. When enrollment at a particular grade level does not support creating separate single-grade classrooms while maintaining responsible class sizes across a school, a combination classroom may be the most educationally and fiscally appropriate option.
Like all California public school districts, PVPUSD receives funding largely based on student enrollment. While enrollment and budget are connected, the decision to implement a combination classroom is driven by the number of students enrolled and the goal of providing balanced, appropriately staffed classrooms.
What alternatives are considered before creating a combination classroom?
Each year the District reviews a variety of staffing and enrollment options before determining classroom configurations. Depending on the school, these may include:

Within PVPUSD, combination classrooms have been implemented successfully for many years at various elementary schools. While a combination classroom may be new to a particular school community, it is not a new instructional model for the District.

Yes. combination classrooms provide strong academic and social-emotional outcomes for students. Teachers work hard to ensure students continue to receive instruction aligned to California State Standards for their grade level.
How are teachers selected for combination classrooms?
Teachers assigned to combination classrooms hold the same California Multiple Subject Teaching Credential required of all elementary teachers.
When making assignments, principals consider factors such as:
- Previous experience teaching a combination classroom
- Instructional strengths
- Interest in the assignment
- Ability to differentiate instruction
- Relationships with students and families when appropriate

How will two grade levels be taught in one classroom?

Does the School Site Council approve combination classrooms?
No. School Site Councils are responsible for developing and approving the School Plan for Student Achievement (SPSA) and providing input on school improvement priorities.
Enrollment, staffing, and classroom configurations are administrative decisions and are outside the statutory responsibilities of the School Site Council.
Whenever possible, schools seek educational partner input regarding issues affecting the school community. However, because enrollment continues to change throughout the summer, staffing decisions are often finalized after School Site Councils have concluded their meetings for the school year.
How many combination classrooms are there in the District?
The number of combination classrooms varies from year to year based on student enrollment.
The District monitors enrollment throughout the summer and into the beginning of the school year. As enrollment changes, staffing and classroom configurations may also change to best meet student needs.
Can parents fund an additional teacher to eliminate a combination classroom?
No. District Regulation 3290 does not allow PTA or Booster organizations to fund District personnel positions, including classroom teachers or instructional aides assigned to regular educational programs.
What can PTA or Booster organizations fund?
PTA and Booster organizations may support schools in many meaningful ways consistent with District policy.
For example, organizations may fund:
- Educational consultants
- Student enrichment programs
- Assemblies and special presentations
- Technology
- Library resources
- Campus improvements
- Other approved educational enhancements
If a PTA or Booster organization wishes to fund a consultant or program, the school principal can work with the District to ensure all contracting and approval requirements are met before services begin.
