Measure SOS Project Phases with Start Dates - Students collaborating in classrooms

November 2025

The Board of Education approved Phase 1 design agreements for six Measure SOS modernization projects focused on HVAC upgrades, seismic safety, and learning environment improvements.

Districtwide design development is now fully underway, including campus evaluations, engineering surveys, and site-specific planning that will continue into 2026.

Construction officially began on the first Measure SOS project—Miraleste Intermediate School’s pool renovation—marking the start of visible, voter-approved facility improvements across the district.

October 2025

Completed Phase 1 architects’ kick-off meeting on October 10, following the completion of site work surveys across all Phase 1 campuses.

Conducted two weeks of on-site coordination meetings at PVHS, Peninsula High, Miraleste Intermediate, Lunada Bay, Montemalaga, and Rancho Vista with architects, Balfour Beatty, district staff, and administration.

Architectural teams submitted initial design schedules, informing preparation of a revised districtwide Master Schedule and ongoing discussions regarding project delivery methods to be brought forward to the Board.

PVPUSD is preparing to break ground this month on the Miraleste Intermediate Swimming Pool Improvement project to be ready for use March 2026. This is the first groundbreaking project under the Measure SOS bond program, marking a significant milestone for our school community.

The community is invited to join us for the Groundbreaking Ceremony on Sunday, September 14 at 10:00 AM at Miraleste Intermediate School.

Over the summer break, PVPUSD conducted an extensive selection process involving interviews, presentations, and strategic proposals. The district recommended Balfour Beatty as the construction management firm, along with four architectural partners for Phase 1 of the Measure SOS program: Ruhnau Clarke Architecture, tBP Architecture, DLR Group, and PBWS Architecture.

On August 27, the Board of Education approved the Miraleste Intermediate Swimming Pool Improvement project. This followed a comprehensive pre-qualification and bidding process designed to ensure the project meets the highest standards.

A meeting of the Citizens' Bond Oversight Committee took place on Tuesday, May 27, 2025.

These meetings are open to the public. The agendas are posted at least 72 hours before the meetings.

During the regular board meeting on May 14, the Board of Education approved project list for phase one of the Measure SOS bond. Prior to the approval, staff engaged the community in discussions about the first phase projects for each school site. Community engagement included extensive outreach efforts, including Town Hall meetings, PTA meetings, and staff meetings, to gather insights on modernization needs at each school site. Stakeholder feedback was incorporated into the project list to ensure community voices are heard and considered.

Measure Video Update

The District hosted two Town Hall Meetings to discuss project prioritization. The first one was held at 5:30pm on Thursday, April 24 at the Malaga Cove Auditorium. The second was an 8:00am virtual meeting on Tuesday, April 29.

At the April 2 Board of Education regular meeting, district staff presented the Measure SOS project prioritization process. The process is based on three main factors: safety, security, and modernization. Initial planning involved reviewing past Board Advisory Committee recommendations. To gather additional community input, the district will hold town hall meetings on April 24 and 29, and board members will attend PTA meetings at each school this month. A draft list of prioritized projects is currently available, with the final list scheduled for board approval on May 14. Public feedback can be submitted via email to [email protected]

The first meeting of the Citizens’ Oversight Committee (COC) took place on Tuesday, April 1, 2025. These meetings are open to members of the public. The agenda will be available at least 72 hours before the meeting.

During the regular Board of Education meeting on March 12, representatives from the District Advocates Group (DAG) shared an update on the implementation process for the bond measure. They shared important updates on the project prioritization list, the search for an architectural firm to work on Measure SOS projects, and the state reimbursement process.

Also during the March 12 meeting, the Donovan Group shared an update on bond communication efforts. Several initiatives are in progress, including website updates and regular newsletter messages.

The sale of the first series of $75 million of general obligation bonds for Measure SOS was completed on February 20, 2025. The bonds were sold through a competitive sale, a transparent process in which the district publicly invites financial institutions to submit bids.

The bonds are awarded to the bidder offering the lowest interest cost, reducing the district’s borrowing expenses. The sale drew significant interest, with 15 financial institutions submitting bids. Mesirow Financial Inc. secured the winning bid, delivering an attractive true interest cost of 3.49%.

The bond sale was finalized on March 6, 2025.

January 22, 2025

Following the December 18 establishment of a Citizen's Bond Oversight Committee, the board accepted applications from community members interested in serving. A total of 35 applicants applied for seven open positions on the committee. During the meeting, each applicant had one minute to address the board (in person, via Zoom, or through a prerecorded video).

The board decided to expand the size of the committee to nine members before final appointments.

January 8, 2025

During the regular board meeting on January 8, 2025, the Board of Education approved a resolution authorizing the district to issue its first series of bonds, not to exceed $75,000,000. Following this resolution’s approval, the district began developing a priority list for Phase 1 of Measure SOS projects.

The board also approved a consulting agreement with District Advocates Group (DAG) for bond program management.

School districts have multiple options for managing bond programs, including:

Using internal staff
Hiring additional staff
Utilizing a third-party bond management service

Bond management tasks include, but are not limited to, oversight of construction projects, budget management, procurement of supplies, community engagement, and communication.

December 18, 2024

Once the election results were certified by the county, the PVPUSD Board of Education received an update on the next steps for implementing Measure SOS. At the regular meeting on December 18, 2024, the board held several discussions regarding the bond measure.

Jon Isom, Financial Advisor from Isom Advisors, outlined bond details and next steps for the board to consider. Isom provided a comprehensive overview of the process, including:

The structure and disclosure of the bond financing
Rating and insurance considerations
The method of sale for selling the bonds

Following the discussion, the board was required to certify the election proceedings and establish a Citizens’ Oversight Committee (COC) for Measure SOS. The resolution and bylaws were presented to the board for consideration and approval. A motion was made and passed unanimously.
