California Uniform Construction Cost Accounting
The California Uniform Public Construction Cost Accounting Commission is under the umbrella of the California Uniform Public Construction Cost Accounting Act (CUPCCAA) and provides for alternative bidding procedures when an agency performs public project work by contract.
Contractors who would like to bid on or perform work on public works projects are required to be prequalified. To obtain or renew prequalification status, contractors must submit a complete prequalification questionnaire packet through PQBids. Contractors may register online by completing the CUPCCAA prequalification questionnaire at PQBids https://pqbids.com/palos-verdes-peninsula-usd/.
All contractors who bid on or perform work on public works projects, must hold a valid and active California contractor's license and be registered with the California Department of Industrial Relations. While subcontractors are not required to prequalify for CUPCCAA projects, they must hold a valid and active California contractor's license and maintain current DIR registration before performing any work on the project.
Contractors previously prequalified under AB2031 are required to complete the CUPCCAA registration packet to be considered for CUPCCAA prequalification.
AB2031 (Projects $1 million+)
Effective January 1, 2014, Public Contract Code 20111.6 requires all general contractors and all mechanical, electrical and plumbers (MEP) subcontractors utilizing any of the following licenses on a Public Works project valued at $1 million or more and funded whole or in part with State Facility Bond funds be prequalified with the District:
- General Contractors (A and B),
- Subcontractors (C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43, and C-46)
Contractors and Subcontractors who would like to bid on or perform work on AB2031 public works projects are required to be prequalified. To obtain or renew prequalification status, contractors/subcontractors must submit a complete prequalification questionnaire packet through PQBids* no later than ten (10) business days prior to the bid opening on any advertised project in order to qualify to bid on that project.
It is the responsibility of the Contractor submitting the bid to ensure all subcontractors are prequalified prior to the bid opening. If it is found that a Contractor has listed a subcontractor in their bid that utilizes any of the licenses required to be prequalified and is not prequalified with the District for five (5) business days prior to the bid opening, the Contractor's bid will be rejected and deemed non-responsive.
Contractors previously prequalified under CUPCCAA are required to complete the AB2031 registration packet in order to be considered for AB2031 prequalification.
