DEFINITIONS:

An INTRAdistrict transfer is for students currently enrolled or pre-enrolled in the District requesting to transfer to another school within the PVPUSD.

An INTERdistrict transfer is a transfer BETWEEN the District of Residence and a preferred school in another district. If you are not a PVPUSD resident, view enrollment opportunities here. Regulation 5117: Interdistrict Attendance

In accordance with an agreement between the Board of Education and the board of another district, a permit authorizing a student of either district to enroll in the other district may be issued upon approval of both districts. Attendance outside the student's district of residence may be issued upon approval of both the district of residence and the district of proposed attendance. The agreement shall stipulate the terms and conditions under which interdistrict attendance shall be permitted or denied.

Gather required documents (age validation and proof of residency)
District staff will review the request (Allow 15 business days for processing)

INTRAdistrict Transfer Request:

Elementary and intermediate student school placements are determined by the residential address on file for that student. All homes in the PVPUSD are assigned to a specific "school of residence", which we refer to as your "home school".

Families of students entering grades TK-8 who wish to attend a different PVPUSD school (other than the home school) will have the opportunity to submit a request for the 2026-27 school year. IntraDistrict transfer applications will be processed in accordance with established District policies and administrative regulations. Approval of transfer requests are subject to space availability.

PVPUSD offers different types of IntraDistrict transfers:

Cornerstone Elementary School Lottery:

Cornerstone School is a unique program that utilizes a parent participation model. The Cornerstone campus is a centrally located facility that does not have school attendance boundaries assigned. Any student eligible to attend a PVPUSD elementary school has the opportunity to apply to attend school at Cornerstone. More information about the program at Cornerstone can be found here.

It is recommended that currently enrolled (or pre-enrolled) students submit the application request in March, or the spring preceding the start of school. Requests are approved based upon available space in the grade level and mandatory class size ratio span (TK-3) at the time the requests are processed. We do not carry a wait list for applications that are not approved. If your application in March is not approved, or your student was not eligible to participate at that time, you will have another opportunity to submit an additional request during the summer, should your family still be interested in the transfer. Available space in the grade level is re-assessed for each application window.

First Opportunity to Request an IntraDistrict Transfer to Attend Cornerstone:

Application Submission Window: March 1 – 31, 2026

Application Status Notification to Parents by: April 17, 2026

Second Opportunity to Request an IntraDistrict Transfer to Attend Cornerstone:

Dual Immersion Program Lottery:

Dual Immersion programs facilitate biliteracy – the ability to speak, listen, read, and write proficiently in two languages.

The goal of dual immersion is to develop biliteracy, academic excellence, and positive cross-cultural and personal competencies.

This first iteration of Dual Immersion will be in Spanish.

It is recommended that currently enrolled (or pre-enrolled) students submit the application request in March, or the spring preceding the start of school. Requests are approved based upon available space in the grade level and mandatory class size ratio span (TK-3) at the time the requests are processed. We do not carry a waitlist for applications that are not approved. If your application in March is not approved, or your student was not eligible to participate at that time, you will have another opportunity to submit an additional request during the summer, should your family still be interested in the transfer. Available space in the grade level is re-assessed for each application window.

Elementary IntraDistrict Transfer (Grades TK-5):

To request to attend another PVPUSD elementary school other than the home school, the student must already meet the eligibility and enrollment guidelines to attend a PVPUSD elementary school.

Elementary staffing is based on enrolled residential populations established/confirmed during the spring/early summer, which determines grade level capacity. Elementary IntraDistrict Transfer Requests are approved based upon available space in the grade level and mandatory class size ratio span (TK-3) at the time the requests are processed at the requested school. We do not carry a wait list for applications that are not approved.

Intermediate IntraDistrict Transfer (Grades 6-8):

To request to attend another PVPUSD intermediate school other than the home school, the student must already meet the eligibility and enrollment guidelines to attend a PVPUSD intermediate school.

Currently enrolled (or pre-enrolled) students must submit a request in February. Approved requests are based upon available space at the time the requests are processed. We do not carry a wait list for intermediate school applications that are not approved.

In the spirit of fair and random lottery equity, each student’s application is treated individually to balance the odds of each application for families with only one child vs. a family with multiple siblings applying. Sometimes, one sibling in a certain grade level will make it, while the other does not.

We do prioritize siblings of currently enrolled students at the requested school, who will be continuing at the school in the fall. If two (or more) new applications are submitted and only one application is approved, it does not equate to “currently enrolled” student status due to the equitable odds of all new applications considered/processed.

(Cornerstone only) For families who have one child approved and the other not at the time of the initial application, reapply during the summer. Since one sibling was previously approved during the spring, we will then prioritize the other sibling’s new application during the summer window, should there be space available in the grade level requested.

Families also have the opportunity to request to return to the school of residence, if there is still space available.

The Enrollment Center staff will work with these families to determine family preference where there is space available for all siblings. Most of the time it is keeping students together, but some families do opt to split students between schools, increasing the likelihood of eventually getting the other sibling to the desired school.
